Cost/Price Analyst – Service Center, Albuquerque, NM

Duties include analyzing cost and price proposals submitted to the NNSA by offerors or firms which are under contract with NNSA for certain work or products.  This position will be part of an NNSA Team that performs cost analysis that reviews and evaluates separate cost elements (i.e., labor rates, labor hours, G&O costs/rates, overhead costs/rates, and other indirect costs), and profit/fee in an offeror’s or contractor’s proposal. The Cost/Price Analyst position requires an accounting degree or a general business degree with a high concentration of accounting classes.

Industrial Relations Specialist – Service Center, Albuquerque, NM

Evaluates major NNSA contractor's pension plans, benefit plans, executive salaries, and salaries for non-union and union employees.  This position will be part of an NNSA team that ensures that NNSA contractors manage their Human Resource programs to support the NNSA mission, promote work force excellence, champion work force diversity, achieve effective cost management performance, and comply with applicable laws and regulations.

Systems Accountant – Service Center, Albuquerque, NM

Performs tasks associated with the mission to conduct reviews, provide timely and reliable financial information related to NNSA and its contractor, such that sound management decisions involving financial resources can be made.  Duties include participation in financial reviews and contractor oversight activities, cost benefit analyses, financial statement audit coordination, contractor financial performance assessment, and independent evaluations of the NNSA field policies and systems. These activities are performed at all of NNSA's contractor locations and will require travel.

General Engineer – Service Center, Albuquerque, NM

As a Packaging Engineer, supports NNSA in the safe shipment of nuclear materials and nuclear weapon components. An NNSA packaging engineer chairs or serves as a Transportation Safety Review Panel member that reviews safety analysis reports and transportation system risk assessments for offsite shipments of radioactive materials and classified components.  Performs technical evaluations of shipping package designs and may perform reviews of transportation safety documents for individual NNSA sites. 

Personnel Security Specialist – Service Center, Albuquerque, NM

The primary area of responsibility will be to conduct analyses and studies to ensure that personnel security activities are conducted in a manner that ensures: timely and efficient processing of initial access authorizations, requests and reinvestigations; consistent, objective and fair interpretation and application of criteria and procedures in every access authorization; timely review and adjudication of investigative reports and other information related to an individual’s access authorization eligibility; proper maintenance of accurate, complete, and timely access authorization file and record information and the availability of such information to authorized users only; and the protection of such information from unauthorized disclosure.

Information Technology Specialist (Cyber Security) – Livermore Site Office, Livermore, CA

The Cyber Security Specialist will assist senior NNSA Federal officials in the oversight of cyber security programs at the Lawrence Livermore National Laboratory (LLNL).  To execute the NNSA national security mission, the national laboratories use the fastest, most sophisticated computer systems in the world.  Assignments will involve cyber security policy development, accreditation reviews, cyber audits, reviews of new cyber technologies, and incident management activities. These assignments will require frequent interaction with cyber security and IT professionals at HQ, LLNL, other national laboratories, as well as security officials from other Federal agencies.

General Engineer – Livermore Site Office, Livermore, CA

Assists senior engineers in the planning, organizing, and administering of a scheduled series of comprehensive safety assessments, and conducts operational awareness activities. Assists in ensuring adequate controls are implemented or that hazards are eliminated. Assists senior level engineers with interpreting safety and health codes, regulations and standards and providing technical direction and guidance to NNSA management, contractors and others involved in design, operation, or decommissioning of facilities. Work performed will be under the guidance of a senior level engineer who will provide technical advice and guidance in evaluating the safety of designs, construction projects, and operations of nuclear and non-nuclear facilities. 

General Engineer, Project Integration Division (NA-262), Aiken, SC

Will serve as a subject matter expert within the Office of Site Engineering & Construction Management (NA-262) at the Savannah River Site. This organization is responsible for the design, construction, and operation of three major nuclear material nonproliferation projects planned for construction in 2007-2017 at a cost of over $7.5 billion. Will serve on the integrated project teams for the Mixed Oxide Fuel Fabrication Facility, the Pit Disassembly and Conversion Facility, and the Waste Solidification Building as appropriate. Security Specialist – Savannah River Site Office, Aiken, SC

Supports the work carried out by the senior staff in applying effective security management principles while protecting the public health, safety and environment. The position also entails verifying the highest degree of employees’ reliability for allegiance, trustworthiness, behavior and responsibilities in order to perform functions in relations to administrations and operations of the nuclear facilities. Develops, maintains, and implements effective computer security programs. Ensures security plans and curtails vulnerabilities of sensitive and classified information from espionage, sabotage and other criminal activities. Will also assist with portions of analyses, studies, and assessments of any of the rotational program areas. Reviews and analyzes reports on progress and performance and brings to the attention of senior staff minor problems noted, making recommendations with regard to the correction of such matters. Assists in compiling information on program activities for periodic reports and in disseminating such information to concerned officials.

General Engineer/Physical Scientist - Los Alamos Site Office, Los Alamos, NM

The office’s mission is to assure a safe, secure and reliable nuclear weapon stockpile for strategic defense and accomplishes that mission by oversight of the contractor that manages and operates the Los Alamos National Laboratory (LANL). The activities at LANL include nuclear weapon design: nuclear weapon component production; research and development for nuclear weapons, other national security missions, and basic science; advanced computational science; and environmental management, monitoring, and restoration. As a Quality Assurance Engineer, provides oversight to Laboratory operations within the Quality Assurance discipline. Quality Assurance engineers/scientists analyze and evaluate proposed and on-going laboratory operations to validate that activities are conducted in accordance with sound quality assurance principles and requirements such that workers, the public, and the environment are properly protected, and the mission is fulfilled.

General Engineer - Los Alamos Site Office, Los Alamos, NM

     - Assists in oversight of Special Nuclear Material inventories. Provides NNSA presence during select Material Control
        and Accountability (MC&A) inventories.
     - Assists in verification of contractor performance deliverables. Assists in ensuring evidence files exist and that the
        evidence supports recommendations concerning Performance Based Initiatives.
     - Reviews and analyzes contractor compliance reporting against Order requirements.
     - Assists in NNSA surveys contractors activities
     - Participates in Monthly Protection and Planning Management Team meetings by reviewing contractor accomplishments
        against performance baselines.
     - Attends MC&A program and budget presentations.
     - Work may require participation in the Human Reliability Program (HRP).

General Engineer (Civil) – Pantex Site Office, Amarillo, TX

Works in the Environmental Compliance (EC) Section, overseeing the Pantex Plant environmental programs, and the Management and Operating Contractor’s (M&O) implementation of these programs, which include: waste, water, air, natural and cultural resources, remediation, NEPA, and other interrelated duties. The incumbent’s primary area of responsibility will be to oversee the Pantex Plant Environmental Management System (EMS). The EMS is an overarching program, which helps ensure a facility’s environmental compliance through environmental impact analysis, waste minimization, and pollution prevention endeavors. The EMS also promotes and sets goals for affirmative procurement, energy reduction, and “green” construction projects. Ensures the M&O complies with the various requirements respective to their areas, challenges the contractor to develop efficiencies and better practices and interfaces with the public, environmental regulators, other NNSA sites and HQ personnel.

Security Specialist – Pantex Site Office, Amarillo, TX

Works in the Safeguards and Security organization to ensure the security and accountability of the nuclear stockpile assets at the Pantex Plant. Accomplishes this mission through daily oversight of the operating contractor’s operations. Oversight functions include security program management, nuclear material control and accountability, protective forces, physical security, cyber security, personnel security, human reliability program and information security. The incumbent's primary area of responsibility will be to oversee the contractor’s protective force operations, including management, training, duties, equipment and facilities. Responsible for independently conducting surveys and appraisals of contractor programs in the assigned areas.

General Engineer (Nuclear) - Y-12 Site Office, Oak Ridge, TN

The YSO's mission to assure a safe, secure, and reliable nuclear weapon stockpile for strategic defense and the office accomplishes that mission by oversight of the contractor that manages and operates the Y-12 Nuclear Security Complex. The activities at Y-12 include nuclear weapon component disassembly, inspection and assembly; highly enriched uranium: storage, handling, and transportation, chemical processing, metal recovery, reduction, casting and parts fabrication; component testing and inspection; facility and systems construction and maintenance; and various emergency response operations. As a Nuclear Engineer, the position’s primary responsibility will be in the technical field of nuclear criticality safety (NCS) oversight to help YSO ensure that Y-12 fissile material operations are conducted in a reliably safe sub-critical configuration. Undergoes an intensive qualification process including training and mentoring by recognized NCS experts from YSO and across the NNSA complex. Develops skills using state of the art NCS engineering computer code packages and handbook methods, as well as standard non-reactor nuclear facility safety analysis methods.

General Engineer (Electrical) - Y-12 Site Office, Oak Ridge, TN

YSO's mission it is to assure a safe, secure, and reliable nuclear weapon stockpile for strategic defense. The YSO accomplishes this mission by oversight of the contractors that manage, operate, and secure the Y-12 National Security Complex (Y-12). As an Electrical Engineer (Security Systems), ensures performance testing and maintenance of Y-12 security systems. This involves working with acoustic, electromagnetic signature, optical, thermal, vibration, and visual sensors; remote monitoring and response systems; mobile weapon platforms; and the hardware and software integration required to ensure performance. As Y-12 continues to transition into new modern facilities and equipment, the incumbent will also be involved with the design, installation, deployment, and performance testing of advanced sensors, barriers, and protection systems, including remotely operated equipment, in new designed denial facilities and during the reconfiguration of existing facilities.

Business Management Specialist – Sandia Site Office, Albuquerque, NM

The PSO Business Management Specialist will be responsible for providing general business administration support in one or a combination of the following areas: integrated resource management; budget and financial analysis; and/or contracting and procurement services. Integrated Resource Management includes the development and maintenance of efficient and effective systems for managing the Site Office's federal human resources process, contract support services, and federal support services. Budget and Financial Analysis includes developing, presenting, and executing annual Site Office budgets and providing financial tracking and accounting services to senior management. In addition, budget and financial analysis of contractor budget and accounting deliverables may be included. Contracting and Procurement Services includes working with contracting officers to develop and maintain contract administration processes and tools.

General Engineer (Nuclear) – DOE HS-22, Germantown, MD

As a Nuclear Engineer, evaluates data on the effectiveness of DOE's implementation of nuclear safety and environmental requirements to develop an understanding of nuclear safety and environmental issues at DOE sites. Data sources include Occurrence Reporting and Operating System Reports, Defense Nuclear Facilities Safety Board reports and findings, Annual Site Environmental Reports, and other sources. Performs safety analysis, conducts nuclear facility readiness assessments, and implements environmental management programs such as pollution prevention. Identifies how HS-22 can help provide solutions toward resolving identified issues in conjunction with field and program office staffs, as well as staffs from other parts of the organization.

General Engineer (Mechanical/Electrical) – DOE HS-82, Germantown, MD

As a Mechanical/Electrical Engineer, identifies, tests, and evaluates advanced security technologies. Assists lead engineers and scientists at headquarters, the national laboratories, and field sites in the deployment of technologies. The suite of technologies may include early warning and detection systems, biometrics, radio frequency communications sensors and displays, armored vehicles, and small arms weapons. Generates and evaluates technical reports on security technology performance and assessments. This effort will require travel and hands-on assessments of the technologies.

General Engineer – NA-122.1, Albuquerque, NM

As a Nuclear Weapons Engineer, performs assignments I support of assuring a safe, secure, and reliable nuclear weapon stockpile for strategic defense and accomplishing that mission by directing all nuclear weapon program activities across the country and acting as the single interface within the Department of Defense. Responsible for the planning, procurement, production, dismantlement, maintenance, stockpile evaluation, repair, disassembly, disposal, modification, and transportation logistics of their assigned weapon system.

Computing Simulations Specialist – HQ, NA-114, Washington, DC

Participates in a broad spectrum of program issues and projects, including: developing strategic directions for program; providing technical oversight and evaluations of lab activities; and applying sound project management principles to activities.

General Engineer – HQ, NA-122.1, Germantown, MD

As a Nuclear Weapons Engineer, performs assignments in support of assuring a safe, secure, and reliable nuclear weapon stockpile for strategic defense and accomplishing that mission by directing all nuclear weapon program activities across the country and acting as the single interface within the Department of Defense. Responsible for the planning, procurement, production, dismantlement, maintenance, stockpile evaluation, repair, disassembly, disposal, modification, and transportation logistics of their assigned weapon system.

General Engineer/ Physical Scientist (2 positions)– HQ, NA-121.4, Washington, DC

As a Nuclear Counterterrorism Design Support Technical Analyst, performs technical review and drafting of high-priority nuclear issue papers and related documents pertaining to nuclear counterterrorism matters. Must possess the ability to be certified as an authorized derivative classifier for improvised nuclear devices and related topics.

General Engineer – HQ, NA-121.3, Washington, DC

Responsible for overseeing the operation of the Weapon Data Access and Control System and contractors associated with that function. Serves as a member of the Use Control Effectiveness Committee. Manages the coordination of project management inputs to track, trend, and assist with surety priorities and developmental schedules, including costs, schedules, risks, resources, milestones, and accomplishments.

General Engineer – HQ, NA-123, Germantown, MD

As a Materials Inventory and Management Specialist, manages acquisition, stockpile, and disposition of radioactive and stable materials for the nuclear weapons complex.

Industrial Hygienist – HQ, NA-40, Washington, DC

Monitors and analyzes the industrial hygiene-related aspects of emergency management program policy and requirements and emergency planning, preparedness, readiness, and response activities at NNSA. Supports evaluations of concepts, proposals, and alternatives for solving problems that affect direction of national policies and programs. Initiates actions to alleviate problems, correct deficiencies, redirect activities, or establish new standards, methods, techniques, or guidelines.  Additionally, supports the conduct of industrial hygiene-related training and seminars and coordinate the preparation of analytical reports and other documentation supportive of project activities. 

Program Analyst –HQ, NA-61, Washington, DC

Responsible for assisting in the creation of organizational development, behavior, and change. Areas include: 1) assisting with the development and implementation of an NNSA corporate diversity training program; 2) supporting external partnerships with various organizations 3) assisting with the Minority Service Institutions Program; 4) assisting with wounded soldiers returning from Operation Iraq Freedom; 5) assisting with Tribal Steering Committee Activities; 6) supporting the creation, development, implementation and the interagency coordination of a corporate NNSA Science and Security Symposium and NNSA’s Hispanic Youth Symposium; 7)assisting in the implementation of the Administrator’s Human Dignity Awards Program.

Budget Analyst (2 positions) – HQ, NA-62, Germantown, MD

Works with senior level budget analysts in the Office of Planning, Programming, Budgeting, and Evaluation (PPBE) on all phases of the PPBE process. Will learn to develop NNSA budget justification materials for the DOE, the OMB, and the Congress, including associated five year budget planning estimates, and construction activities. Will perform in-depth and rigorous analysis and monitoring of budget and program execution to identify problems and propose potential solutions, requiring detailed review of various types of program and financial data periodically through the year. Will assure consistency and accuracy of program budget documents and conformance with guidance provided by NNSA and the DOE, provide information and assistance to the NNSA program offices, and clarify objectives and supporting rationale for funding estimates required for budget and performance integration.

IT Specialist (Cyber Security) – HQ, NA-65, Washington, DC

As a Cyber Security Analyst, works on IT Security risk management. Duties will include providing risk management, contingency operations, and IT security advice and guidance relating to various Agency automated programs and activities; overseeing security programs and systems Plans of Action (POAM); and collecting, tracking, and reporting on all information concerning system or IT infrastructure security programs. In addition, analyzes, plans, and executes IT architecture and security activities, supports IT working groups, and responds to IT related agency requests and mandates. Cyber security is critical to ensuring all electronic information is secure, both at rest and in transmission. Provides information intricate to the decision making process, and monitors progress on risk status to assist in determining if prioritizations, and hence resource allocation, should be re-evaluated.

General Engineer / Physical Scientist – HQ, NA-70, Germantown, MD

Supports the Classified and Controlled Information Program. The typical duties will be related to the application of general engineering and scientific theories, concepts, principles and practices to specialized technical areas; the application of advanced principles and concepts of engineering in such areas as nuclear, electrical, chemical or mechanical to formulate, analyze, develop and issue policy and guidance concerning highly specialized technical areas; and application of extensive detailed knowledge of DOE and DoD classified and technical nuclear weapon programs, activities, organization, and responsibilities pertaining to highly specialized technical areas. Technical areas may include nuclear weapons science, design, development, weaponization, production, use control, testing, stockpile stewardship, inertial confinement fusion, arms control and verification, nonproliferation, intelligence, and mutual defense treaties. Interacts with laboratories and other government agencies, analyzes classification and declassification proposals, analyzes current and proposed policies and policy change recommendations, consults with policy experts, conducts classification office appraisals throughout NNSA, and formulates, develops and implements classification policy guidance for the NNSA .

NA-70 – Protective Force Program Analyst – HQ, NA-70, Washington, DC

Assists senior Defense Nuclear Security officials in important analytical tasks supporting the management, oversight, and implementation of programs related to the NNSA’s Protective Force. Protective Force programs are designed to protect DOE security interests (special nuclear material and classified matter) from theft and sabotage, and to protect DOE employees, contractors, facilities and the public from hostile acts. Protective Force personnel consist primarily of highly trained, armed field-operators, many with extensive military and/or law enforcement backgrounds. Gains familiarity with a wide range of Protective Force related topics and activities, including vulnerability assessments, force-on-force exercises, performance testing, and weapons qualification and training.

Interacts with NNSA site security managers, reviews and analyzes current and proposed Protective Force policies, researches into physical security and related matters in support of the decision-making process, and compiles program information for periodic reports.
