General Engineer NA-121 - Washington, DC
The organization to which assigned directs the research and development required to provide the tools and capabilities supporting weapon-engineering functions throughout the lifecycle of a nuclear weapon. The Office manages basic engineering science research and concept development, including the scientific discovery and understanding of engineering phenomena that controls performance, as well as development of experimental tools, validated models, and analysis methodology for weapon engineering. The employee's primary activities will include project manager tasks. These tasks include writing program and implementation plans, documenting associated milestones, and preparing program assessment and reporting summaries and periodic performance briefings to senior officials.
General Engineer (Safety), NA-171, Washington, DC
This position provides subject matter expertise in the areas of safety analysis and the design, operation, and maintenance of hazardous facilities and operations including safety-related systems, structures, and components. Ensures that safety is integrated into the design and construction of hazardous facilities and activities within NNSA. Supports the oversight, coordination, and technical reviews of hazard analysis, safety analysis, technical safety requirements, and similar documents including conceptual and preliminary analyses of new facilities being designed. Primary activities will include the review of technical safety and design documents for compliance with appropriate requirements, codes and standards under the supervision of a senior engineer; development of tools and tracking mechanisms to improve internal office controls for the management of safety and design requirements for NNSA's nuclear facilities; and preparation of periodic reports or briefings to senior officials on the status of nuclear safety programs.
General Engineer (Quality Assurance) – NA-172, Washington, DC
The organization to which assigned ensures that all work at Defense Programs Sites is done safely and correctly through rigorous and comprehensive Quality Assurance Programs and Management Systems. It also ensures that nuclear facility construction and renovation projects are planned, designed and built to a high degree of quality in accordance with appropriate technical standards and DOE requirements by ensuring that Quality Assurance programs are established, implemented and rigorously adhered to from the inception of any nuclear construction or renovation line item project. The employee will participate on assigned nuclear construction Integrated Project Teams for Defense Programs' nuclear line item projects. Assists in developing quality assurance policies, requirements and processes for the acquisition, construction, operation and maintenance of Defense Programs' nuclear and non-nuclear facilities and assists line management in the oversight of those activities. Will assimilate, document and promulgate quality assurance lessons learned form facility operations and construction activities across DP sites. These tasks include drafting memoranda and plans for implementing directed actions as assigned, documenting associated milestones, participating in and preparing quality assurance assessments, including findings and summaries and providing periodic briefings to senior officials.
General Engineer – NA-171.2, Washington, DC
The organization to which assigned is responsible for managing the Readiness in Technical Base and Facilities (RTBF) program, providing funding for facility operations and maintenance at eight NNSA sites. The RTBF program also provides funding and management oversight for nuclear materials recycle and recovery program, packaging and shipping container program, program readiness activities and nuclear materials storage program. The employee serves as an advisor on facility operations and RTBF program execution. Assists the Office Director in budget execution; prioritizing of infrastructure investments; implementation of performance metrics; transition of facilities for disposition; and review and analysis of contractor performance against established milestones. Duties would also include drafting the Ten Year Site Plan guidance, reviewing Site Execution plans, and developing RTBF Program and Implementation plans. Assists in facility management policy development, implementation, assessment, and advocacy for achieving an acceptable level of program facility readiness to support mission work.
Management Analyst – Naval Reactors HQ, Washington DC
Responsible for providing detailed analysis of human resources and administrative support for programs/policies in one or a combination of the following areas in the Management & Administration Division: performance management in 'pay-for-performance' systems; assisting with succession planning administration and associated tasks; Equal Employment Opportunity programs and training; and diversity and outreach initiatives for the NR program. Performance Management entails working with both the National Security Personnel System for all Department of Navy civilians at NR and the Demonstration Project for all Department of Energy civilians.
Nuclear Engineer – NA-40, Washington, DC
The position to be filled is: Technical Assistant to the Associate Administrator/Deputy Associate Administrator to perform duties such as: supporting integrated technical reviews of programs/projects of interest ranging from emergency management, to radiological emergency response, nuclear technical forensics, international nuclear cooperation, and nuclear counterterrorism; and, supporting Associate Administrator/Deputy Associate Administrator decisions requiring independent technical review.
General Engineer – NA-52, Washington, DC
There is a great need to fund urgent deferred maintenance construction projects in the Facilities and Infrastructure Recapitalization Program (FIRP) that address critical safety, environmental, and health upgrades of aged facilities. The mix of projects is composed of electrical, HVAC, structural, roof repair and maintenance improvements. This position provides management of these projects which immediately improve the physical condition of the National Laboratories at Los Alamos, Sandia, Lawrence Livermore and the Nevada Test Site. The manufacturing plants located in Pantex and Y-12, similarly benefit immediately from the proposed upgrades. This position provides management of corporate facility management activities such as Ten Year Site Planning, Energy Management and Real Property Asset Management functions.
General Engineer - NA-54, Washington, DC
Participates in conducting evaluations of NNSA capital projects by assisting with the reviews of NNSA capital projects at each of the NNSA Field Offices. Provides expertise in his/her discipline during the evaluations of these projects using industry techniques that have been recently added to NNSA's project evaluation toolkit. Utilizes project management skills which entail learning the skills of cost estimating, design development, resource scheduling and risk management. Will be afforded the opportunity to participate in the Project Management Institute Project Management Professional development course leading to certification. Will receive assignments in the area of NNSA's corporate Lessons Learned program and other recently developed techniques to evaluate NNSA Capital Project portfolio, which is currently valued at greater than $10 Billion.

Responsible for assisting in then development of Federal Human Capital Management (HCM) policy for the National Nuclear Security Administration (NNSA) and the administration of NNSA's HCM program in areas such as position classification, position management, pay administration, recruitment and staffing, performance management, employee relations, and employee development and training. Security Specialist – Kansas City Site Office, Kansas City, MO
Supports the work carried out by the senior staff in applying effective security management principles while protecting the public health, safety and environment. The position also entails verifying the highest degree of employees' reliability for allegiance, trustworthiness, behavior and responsibilities in order to perform functions in relations to administrations and operations of the nuclear facilities. Develops, maintains, and implements effective computer security programs. Ensures security plans and curtails vulnerabilities of sensitive and classified information from espionage, sabotage and other criminal activities. Will also assist with portions of analyses, studies, and assessments of any of the rotational program areas. Reviews and analyzes reports on progress and performance and brings to the attention of senior staff minor problems noted, making recommendations with regard to the correction of such matters. Assists in compiling information on program activities for periodic reports and in disseminating such information to concerned officials.

The position is for a project engineer working on the NNSA's MOX Fuel Fabrication Facility project or NNSA's Waste Solidification Building project. The individual selected will review facility designs along with construction activities for compliance with applicable requirements, evaluate project performance against established cost and schedule criteria, and prepare and deliver reports on the status of project activities.

Contracts Specialist – Savannah River Site Office, Aiken, SC
Assists in administering the contracts for two of the largest and most critical construction programs within the National Nuclear Security Administration (NNSA). Serves as contract negotiator on assigned procurement actions and helps plan the negotiation strategy, and coordinate strategy with the government negotiation team. Reviews with the auditors or price analysts, contractors' cost data and estimating practices on assigned procurement actions. Works with senior officials within the NNSA.
General Engineer (Safety Basis) (2 Positions) – Los Alamos Site Office, Los Alamos, NM
As Safety Basis Engineers, serve as technical consultants on Safety Authorization with responsibility for coordinating and authorizing work performed in support of nuclear facility operations. Activities performed include work on preliminary hazard analysis, self-assessment of operations, safety analysis, facility specific implementation of programs, contractor safety analysis, incident reporting, evaluation and analysis and programmatic oversight of contractor performance.
Information Technology Specialist – Los Alamos Site Office, Los Alamos, NM
As an Information Security specialist, will be responsible for the information security program at the site office and will be the primary point of contact on information security programs. Reviews and interprets new directives, program changes, legal initiatives and agency guidelines. Develops and implements local policies, procedures and directives on information security. Plans and implements oversight reviews, audits and appraisals of prime and subcontractor information security programs.

Focus areas include Health Hazard Exposure Evaluation (HHE) and Assessment processes, Workplace Air Monitoring and identification and mitigation of health hazards, Hearing Conservation, Control of Carcinogens and Reproductive Hazards, Non-ionizing Radiation (Lasers, etc.), Toxic Metals (Lead, Mercury, Beryllium, etc.), and Ergonomics, and chemical hygiene and safety. Supports evaluations of concepts, proposals, and alternatives for solving problems that affect direction of local or national policies and programs. Initiates actions to alleviate problems, correct deficiencies, redirect activities, or establish new standards, methods, techniques, or guidelines. Additionally, supports the conduct of industrial hygiene-related training and seminars and coordinate the preparation of analytical reports and other documentation supportive of project activities.

General Engineer/Physical Scientist – Nevada Site Office, Las Vegas, NV
Performs project manager assignments for Work for Others projects at the Nonproliferation Test and Evaluation Center, Special Technologies Laboratory and Remote Sensing Laboratory. Establishes and manages requirements and contractor performance metrics and defines the scope between various contractor organizations. Ensures that program goals and objectives are met and that work is done safely and securely within the appropriate schedule, budget and change control processes, and ensures that federal authorizations and approvals are completed appropriately.
General Engineer (Mechanical) – Y-12 Site Office, Oak Ridge, TN
Serves principally as backup onsite project manager for the maintenance management program at YSO working under the leadership of the senior maintenance program manager. The Maintenance Management Program includes responsibility for Y-12 facilities and equipment, the Facility Condition Assessment Survey Program, Facilities Information Management System, Deferred Maintenance Program, Utilities Maintenance Program, and the Balance of Plant and Manufacturing Maintenance Management Programs. These programs and functions are integral in the YSO mission to assure the safe operation and maintenance of hazardous nuclear and non-nuclear facilities. Will interface as needed with similar and other program points-of-contact within YSO, DOE Headquarters, and throughout the NNSA Nuclear Weapons Complex.
General Engineer (Fire Protection) – Y-12 Site Office, Oak Ridge, TN
The responsibilities at Y-12 include nuclear weapon component disassembly, inspection and assembly; highly enriched uranium: chemical processing, metal reduction and parts fabrication; component testing and inspection; facility and systems construction and maintenance; emergency response, wildland fire planning and fire brigade operations. This position's primary area of responsibility will be to verify facility, system and process designs to meet fire protection safety requirements. Assesses fire safety and response programs and resources. Analyzes proposed and on-going nuclear and hazardous chemical operations to validate that activities are conducted safely such that workers, the public, and the environment are properly protected. Works with fire protection professionals from the contractor organization as well as those from other NNSA organizations.

The organization to which assigned is responsible for administration of the Management and Operating (M&O) Contract at the Pantex Plant, and evaluation of the M&O Contractor's performance in the following functional areas: weapon quality assurance, weapon quality support assurance, non-nuclear verifications (NNV's), and non-weapons related quality assurance functions. This position is responsible for providing technical line management quality support and direction through PXSO designated officials. Serves as the line management technical expert (Subject Matter Expert - SME) on assigned and global systems ensuring that all weapon or weapon related operations meet customer requirement, design definition, and adhere to approved procedures. Ensures that the contractor's Quality Program is sufficiently integrated, implemented and meets or exceeds contractual quality requirements. Ensures that NNVs provide the customer with absolute confidence in the non-nuclear status of Nuclear Explosive Like Assemblies (NELA) and that weapon facility or equipment processes perform within the approved performance basis and the resulting weapon performance data is within the design criteria.
General Engineer (Safety Basis) – Pantex Site Office, Amarillo, Texas
Serves as a technical consultant on Safety Basis with responsibility for reviewing work in support of nuclear facility operations. Included in these activities are the DOE Order Self-Assessment programs, the safety analysis program, facility-specific implementation, contractor safety analysis, evaluation and analysis, and programmatic oversight of contractor performance. The employee will be responsible for technical review of the following processes: preliminary documented safety analysis, documented safety analysis (DSA), and technical safety requirements. Provides contractor oversight of development and implementation of documented safety analysis and interacts with DOE/NNSA senior line managers. Works with national laboratory experts on providing weapons response to Pantex hazardous environments and participates on Safety Basis Review Teams to formally review contractor submitted DSAs and develops Safety Evaluation Reports (SER) for Site Manager approval.
Contract Specialist – Sandia Site Office, Albuquerque, NM
Selectee will be a team member participating primarily in contract administration activities for the Management and Operating contract between the National Nuclear Security Administration and Sandia Corporation, for the operation of Sandia National Laboratories. Will be required to complete a series of government required classes in the field of acquisition and progressively attain certification Levels I, II, and III in the Acquisition Career Management Program. Duties include general pre- and post-award administrative functions, developing innovative approaches to various difficult and unusual contractual issues; developing negotiation strategy; research, compilation and analyses of data to present actionable information to senior contract specialists for various contractual issues; developing contractor assessment criteria; monitoring contractor performance; etc., to ensure contractor compliance with Federal and agency regulations, policies and contract requirements.
General Engineer (Environmental) – Sandia Site Office, Albuquerque, NM
Oversees Sandia National Laboratories (SNL) environmental programs which include: the National Environmental Policy Act (NEPA), natural and cultural resources. waste, water, air, Long Term Environmental Stewardship, Environmental Management Systems, Pollution Prevention and other interrelated duties. Supports various environmental programs, through compliance reviews, day to say oversight and inspections. Contract Specialist – NNSA Service Center, Albuquerque, NM
Will be a team member participating in the acquisition of supplies and/or services and be responsible for the planning and negotiating of various contracts. Will be required to complete a series of government provided classes in the field of acquisition to develop knowledge of acquisition planning, source selection procedures, business clearance preparation, contract formation and administration. As such, responsibilities will include pre-award and post-award functions including price/cost analysis; negotiations; review of procurement request (PR) packages; preparation of competitive and non-competitive solicitation documents and analysis of proposals for conformance with the solicitation and administration of contract modifications. The contracts involve all materials and services associated with programmatic requirements for activities of the National Nuclear Security Administration in the Washington, DC metro area as well as nationwide site locations.
